[Commons-l] Admins, please check your email is enabled

[Brianna Laugher]

I just tried three admins and they all didn't have email enabled. I'm
sure this is a bug rather than the idea that they never enabled email.

Do we in fact have an open bugzilla request about this issue? If so,
could someone link me?
