There is now a tag log which shows up in recent changes. You can sort
this by user, so if there's a problem user adding tags, you can see
what they've done.  eg -
http://starwars.wikia.com/index.php?title=Special:Log/tag

There are still improvements that would be useful. For example, the
image history doesn't make a record of changed tags.
