Your "monobook.js user subpage" is a subpage of your userpage called 
monobook.js - e.g. in my case it is User:Thryduulf/monobook.js you can get 
to your by going to 
http://en.wikipedia.org/wiki/special%3Amypage/monobook.js (or 
[[special:mypage/monobook.js]] )

If it doesn't exist, you can create it by pasting the category preview 
code into the edit window.
