This is something of a problem yes.

I got http://en.wikipedia.org/wiki/MediaWiki:Sharedupload altured an
an attempt to increase it's profile at least on en but I doon't think
this will have much of an impact.

Wikipedia spread because people found ti useful and linked to it. At
the present time I'm not sure how likely that is with commons.
