With the way copyrights are dealt with on Commons it is always implied
that for a picture to be useable as public domain it must be in the public
domain under the laws of the country of origin AND the United States
(where the servers are). Where pictures are PD in the USA but not PD in
the country of origin they are NOT PD for the purposes of Wikimedia.
According to this then, pictures (and other work) with other licenses must
be usable by Wikimedia in the USA AND the country of origin.
