Main points:

- it is not directly applicable to all member states
- social networks and non profit message boards are not affected

 From this reading I would count Wikipedia exempt, as they specifically 
state that Delfi invites users to contribute content TO MAKE A PROFIT OR 
FOSTER THEIR  BUSINESS MODEL

welches seine Leser auffordert, Kommentare zu den veröffentlichten

Ausdrücklich weisen die Richter weiter darauf hin, dass die Entscheidung 
nicht Diskussionsforen oder Bulletin Boards umfasst, wo Nutzer 
untereinander Meinungen austauschen können und die von Privatpersonen 
betrieben werden. Gleiches gilt für Social-Media-Plattformen wie 
Facebook. "
