[Advocacy Advisors] submission for EU copyright proposal

Great job Luis!

As Mathias said, we're talking years rather than months here, but I am
feeling confident today. We're part of it from the very beginning and it
seems like all the parts of our movement are pulling together in the same
direction on this one.
