RSS requests are very similar to API requests. Its cover primary task: retrieving information about the latest dump. Responce has XML format and can be easily used for automation. For example see:
http://dumps.wikimedia.org/wikidatawiki/latest/wikidatawiki-latest-wb_terms.sql.gz-rss.xml
This is not very reliable way, but it works for me for a long time.

This seems to be a temporary issue, as the latest partial dump does not
have that file made available yet. [1] However, it may signify a larger
problem as I believe the intended behavior is that the latest file remains
available regardless of whether there is a new dump in the works.

Hopefully this can temporarily address your concerns. In the future, it
would be possible to use an API to query the status of dumps so that
developers can integrate it into their applications, making it easier to
query for new dumps and even old archived copies of them.
