The WikiTaxi software is maintained by a group unaffiliated with the Wikimedia Foundation, if it is maintained at all. I see that the wiki (www.wikitaxi.org) has not been updated in years. There is a contact email listed there which you might try: mail@wikitaxi.org

The parts you highlight are references to Lua modules which apparently are not handled properly by the WikiTaxi application.  Given that source code is not available for the application, according to the FAQ ( https://www.yunqa.de/delphi/wiki/wikitaxi/index ) your best hope is to see if the email works or else try an alternative such as Kiwix (https://www.kiwix.org/en/).
