Thanks for bringing this up, Peter.

Just so you know, the filesize limit might change after the full
deployment of the Swift media storage system, and after more hardware
gets prepped in eqiad (a Wikimedia data center). As of February, Swift
now serves out all the photo thumbnails that you see on Wikimedia
Commons, but it's going to take more hardware work and more system
administration work before it's ready to serve out all the multimedia
(audio, video, and photos), including "originals" as well as thumbnails.
So that is tentatively scheduled for April:

https://www.mediawiki.org/wiki/Roadmap#Operations_3

and after that completes, it would be a good time to ask again about
whether filesize limits could change.

I spoke to WMF operations engineer Ben Hartshorne about this:

<maplebed> at least one thing limiting our ability to increase max
filesize will be removed - capacity on ms5/ms7 will no longer be an issue.
<maplebed> I don't know if there are other things blocking us from
increasing the max filesize.
<maplebed> (well, I do know one - our current software falis to scale
large .pngs)
<maplebed> (but that doesn't prohibit large .jpgs or other media)

I'm asking questions about the file *format* issue as well but that will
take a little longer to resolve.

Maarten, I am not on that list; could you forward my message there? Thanks.
