that I would be a “general” root (not only for a project). Under “general” root
I mean someone who configs the server, create user, add new project and so on.

A question that comes to mind here: if, say, Leigh and Jan were both willing to
take the lead on this project, would it be possible to have two root admins for
an individual project?
I think we can have multiple people on a project, but there
should be one "leader". To keep things flexible, the leader doesn't
have to be technical, but the project should have a tech person of some kind.
I'd prefer to deal with one (or possibly 2) people per project, but we can keep
this informal for now and see how it goes.
I'm not sure MediaWiki needs "root", although I do
want another admin with root. Projects should have ability to have full access
to what they need, but not all projects will require full root to have complete
access.
All that said, I haven't read all of the subpages and
proposals in detail, so I didn't realize that Leigh's request was similar to
Jan. If they want to work together on the same install, have two installs they
manage together or two separate installs -- they are all
possibilities.
I'd also like to say, it's great to see you again Gerald. Thanks so much for joining in here with such enthusiasm. :-)

Well, the original Sandbox Server was something I lobbied a
lot for. I still believe in the concept, and I'd like to see it work, as I do
see the far-reaching benefits.
