The project-creation process has been in a bit of a mess recently, due to ongoing work on possible migration from GFDL to a CC licence (or harmonisation between them). Project creation has finally got going again in the last week, after a lengthy fallow period. So that's just by way of some context.

Analysis of fi.wv is at: http://meta.wikimedia.org/wiki/Language_subcommittee/Status/wv/fi - seems like there might be some more translation of mediawiki messages needed in order to fulfill localisation requirements. The best people to advise you on this would be someone on the language committee <http://meta.wikimedia.org/wiki/Language_subcommittee> - I find Pathoschild very efficient to deal with <http://meta.wikimedia.org/wiki/User:Pathoschild>. It may be that some final work needs to be done, or it may simply be that the developers and the committee are working through a backlog of project creation requests.
