i noticed that the book in question doesn't have a license specificied, just "copyleft" which is not a license

any suggestions on how to approach such material in relation to wikising?

I guess it is the time to make the wiki version to the Wikibooks.  
Just do it :-)

I also assume, that the answer to the question why the book was not  
written on a Wikibooks is simply that the authors wanted to use tools  
they are familiar with, and also write the book on their own name.  
Sometimes this is eligible.
