Apparently just having the votes in a central place that is used to cast
the votes is insufficient to get anything to happen.

Meta is not the place to request for the wiki to be opened, it is the place where people tell whether a wiki should be opened or not.

The better place to ask the Spanish-language Wikiversity to be opened is to leave your request on mediazilla: http://bugzilla.wikipedia.org (giving the link to the meta page where the "vote" has taken place).
