First upload your image then from the URL copy its location then put the
following in LocalSettings.php:
$wgLogo = "the location";
Takes more than sysop or developer access, Brion Vibber (and others with
access to the coding could do this)

I think it needs to be in /upload/wiki.png, and yes, you need access
to the file system.
