Does anyone happen to know, if it is possible to download not the current version of the list of user access levels and permissions, http://en.wikipedia.org/w/api.php?action=query&meta=siteinfo&siprop=..., but a version of this list at a selected time, e.g., 2007-03-25T08:30:00Z ?

No. You can probably reconstruct this list yourself using the current list and the user rights log, but MediaWiki itself doesn't have this functionality.
