Anyone can do it. It's a special URL. You take the URL in the form with w/wiki.phtml?, and add "&magic=yes" to it.

On Spanish this gives:

http://es.wikipedia.org/w/wiki.phtml?title=Especial:Shortpages&magic=yes

(plus the same for the other pages), on other languages you have of course to use your own name for the 'Special' namespace.

You will then get the page as if it worked normally, and it will be archived in the version that you last saw.

You should of course not over-use this possibility, that would defeat the purpose of having the special pags archived.
