Surely since Translate doesn't support it, the fact that none of the
extensions that Translate does support use it, is something of a non
sequitur?!? :-p There are 552 .alias.php files in /trunk/extensions, and
1786 .i18n.php files. Obviously it's hard to put a number on how many of
the difference are just extensions without any SpecialPages, but I'd venture
that the combined syntax is quite common.

It being possible since whenever does not make it the
standard, as out of
the 400 or so extension that Translate supports, actually zero do it that
way.
As no patches have been submitted to change the behaviour of Translate and
because it was never seen as an issue with a high priority, it was never
addressed - and probably will not change until someone cares enough.
We'd happily welcome patches to Translate on this feature request or any
of the other open issues and features
