If no pertinent concerns remain unaddressed by November 1st, this RFC will be approved fro implementation.

* We are seeing a big JobQueue backlog again from Commons. https://phabricator.wikimedia.org/T173710

* PDF generation: OCG has been turned off. Electron is still available, but has stability problems. ChromeDriver is being considered as an alternative.
