Is it possible to insert medias from wikicommons in a wikipedia article. If yes, how ? If no, where is the problem ?

Yes. I have just checked in code that allows specifying a shared upload directory, and using images from there just like local ones. MediaWiki will first check if a local copy exists and if not, it will look in the shared directory.
What is the release plan for 1.4 - is it worth backporting this to REL1_3A?
The major missing feature right now is the ability to upload to the shared directory from other wikis, e.g. to directly upload to the Wikimedia Commons from the English Wikipedia. This is not as easy as it sounds as these uploads have to be written into the database of the other wiki as well as the local one. I'm going to wait until the single login transition before coding this, because otherwise we'll have to do silly cross-wiki authentication tricks.
