I am very interested on the new security model (developed by hashar i think), as the one listed on http://meta.wikimedia.org/wiki/Help:User_levels Are this implemented on REL1.4 (i dont think so). Are you planning to implement on final 1.4 ? Where are more documentation about this module ??? what pages are being used ? i would like to cooperate on this subject. This enhance is critical to my wiki.

There are some pretty basic things broken about it right now, and Hashar's said he won't have time to work on it for a while. So for 1.4 we've backed it out, but it remains in the 1.5 branch (CVS HEAD).
We are aiming for February-ish for 1.5.

I did not catch you on IRC :p As brion said, the user level patch will not be included in 1.4 mainly because I have no time at the momment to work on it.
The patch is still in HEAD and code is in: ./includes/SpecialUserlevels.php (interface to manage rights) ./includes/Groups.php (an object that represent a group of users)
HTMLForm.php need to be enhanced a lot as well. The best thing would be to reuse a PEAR extension but I am not sure we want to rely on PEAR for MediaWiki.

I realize that I just got into a big squabble about this earlier in the week, but... why not?
Are we worried that PEAR is going away sometime soon? Is the package-management overhead too costly? PEAR extensions are all licensed under OSI-approve Open Source licenses and if needed could be distributed with MediaWiki.
When to use or not to use available libraries is a case-by-case question. Including a super-huge library to get a tiny sliver of its functionality is wasteful, but more often than not general-purpose libraries end up being a good bet.
