A modified version is already there:

Now there is some discussion, by the way, as to whether bot maintenance should be moved to a different SVN repository: http://en.wikipedia.org/wiki/Wikipedia:Bot_owners%27_noticeboard#Extensible.... we're going to create a wikibot extension, though, then we should probably leave it in MediaWiki SVN. I've thought that it would be cool to create a special page extension to configure, launch and kill bot processes.

A bot which could be run manually or via the job queue, that's an interesting approach (although a bit hard to convince the sysadmins...). If you are going to allow it as an extension, I'd keep it at the main mediawiki svn. The bots section could be kept with a separate access set if needed. If there will be less interaction with mediawiki, then it could be at a different repo on svn.wikimedia.org, like pywikipediabot does.
