The standard debug advise would be enable MediaWiki's debug log [1] ,
see if anything wrong-looking is there, if not look at all commands
executed
when a request to thumbnail an ogg file comes in (They will be listed
in the debug file), and try each command out while logged in as the
apache user, and see
which one fails.
