The most relevant policy so far is
http://meta.wikimedia.org/wiki/Privacy_policy but that is moving away
from giving specific details on sockpuppet policy, so that each
language wiki can decide this for themselves, rather than being a
global policy.
Actually, that page seems reasonably strict and leave fairly little
wriggling space for purposes of checking whether 3RR has been violated
or someone is voting double. Still, it is an answer to my question, so
