To the server admins:
upload.wikimedia.org is currently running apache, but is only serving static image files as far as I can tell.
You should consider using thttpd instead, which uses less memory and would lower the load averages. It also seems to handle more simultaneous users than apache.

License is BSD, there is a debian package.
Anyway, this is just some (probably impractical) idea I just had...

upload.wikimedia.org doesn't actually exist as such - it's only a vhost on the existing web servers, which are serving other (non-static) content at the same time.
