CVS HEAD contains a number of experimental changes and exciting new
bugs. It's the development branch.
Anything that _needs_ to go live _now_ should be first carefully tested
and merged into the 1.3.0 release branch. If it's isolated reasonably
well it could perhaps be hacked into the live copy, but that's asking
for trouble.
