or in some other wise breaking the rules, as it feels like to me?

It's not a live mirror - I did a test edit, and the edit didn't show up there.
Not sure how they're mirroring, but it's not live.

Also, they attribute the authors: "The Wikipedia article included on this page is licensed under the GFDL." (Wikipedia links to our article history and GFDL links to the text of the GFDL.) So they seem to not be breaking any rules, at least at first glance.

I looked for that, but I didn't see it. I guess I didn't look hard enough. Sorry for the noise.

Not noise. If you're not sure about it, it's a good thing to have others take a look at...
Better a false alarm or two than a bunch of bandwidth-soaking leeches who really are live mirrors getting away with it because nobody spoke up 8-)

Definitely not live. Also not very good at it: http://www.nationmaster.com/encyclopedia
But, not breaking the rules...from their footer:

Sounds kind of familiar...
Ah yes, this has been reported to various mailing lists repeatedly over the last five years:
http://article.gmane.org/gmane.science.linguistics.wikipedia.misc/13328/match=nationmaster http://article.gmane.org/gmane.science.linguistics.wikipedia.technical/7158/match=nationmaster http://article.gmane.org/gmane.science.linguistics.wikipedia.english/7557/match=nationmaster
And it has of course been listed and discussed in the relevant place:
http://en.wikipedia.org/wiki/Wikipedia:Mirrors_and_forks/Mno#Nationmaster
Indeed, it was there when the list was quite a bit shorter:

Well, that was reasonably polite; thanks, Tim. Now I know where to look next time.
