Public Health Alert: SourceForge anon CVS is known to be shit. And the regular access isn't much better, either. I expect it's borked right now, give it a few.

My experience trying to get us set up on the SVN beta program was not great:
* Our repo didn't import cleanly, we needed manual intervention. If we wanted to switch for real now we'd need to get it wiped and manually imported again. This took a few days on the limited-participation beta.
* The mail notification script was badly configured and they've locked down plugins so much you can't customize it, so we had to wait a couple weeks for them to change the options to include a diff.
* It took about a month after we requested it to set up the plugin for CIA-bot, something we could have done ourselves in a few minutes if they hadn't chosen the locked-down configuration they did.
So if we do switch, I'm more inclined to set up our own server than to use SourceForge's SVN.

If you are setting up your own server (which would be certainly the best thing to do), you might want to have a look at www.perforce.com. It is commercial, closed source, but they provide free licenses for open source projects (unlimited access for read only). They'd probably love to give you free support on top of that if they could say you use it for Wikimedia.
Sorry for that ad. But I'm a fan of it (successful user). It's better than SVN.
