Ready for 1.0 should perhaps be a preference that an editor would have to turn on. There's no need to concern normal readers about this as they'd have to know what 1.0 means (probably reading a long page detailing guidelines).
The "topics" (options) and their ranges can be completely altered through the appropriate "MediaWiki:" page. It is not a direct function of the software, which is prepared for ranges up to "1-5" (it can do more, but that would break the layout in the sidebar).
