I tend to agree that skins should be installed in exactly the same way as
other extensions. This will also help make installation more automateable.

I introduced this facility to core many years ago, and I still
generally think it is a good idea. There are in fact at least another
6 skins that use this system: they are in mediawiki/extensions/skins
in Gerrit -- a directory layout carried over from Subversion.
Nostalgia should have been put there too.
The main reason I think it is a good idea is code sharing. Treating
skins as extensions means you can share automated distribution and
installation systems.
