The legitimate user deserves the right to use wikipedia. If the user

logs in vandalises wikipedia, then they should be blocked by username.
If being blocked is necessary. It shouldn't be our primary response to block anyone whose contributions lower the quality of Wikipedia. Blocking should be a last resort, not first.
