I wouldn't say it's silly. If a very large percentage of MediaWiki
installations will end up installing ParserFunctions, but a very small
percentage of MediaWiki installations will end up using an obscure message
file, there's a reasonable debate there about which to include. A somewhat
similar metric is sometimes used when determining whether a feature should
go into core or into an extension.
Speaking of extensions, there's now a bug about bundling ParserFunctions
with MediaWiki:
