Would that be only for posting, or will the 2% also be blocked from
reading the site? 2% of Wikipedia's readers is a lot.
On the other hand, staying with Latin-1 might exclude some active
contributors (Tomasz W.) who want to push the envelope. And wiki
experience says it pays off to cater to your best contributors.
