You seem to be assuming that "fork" === "complete rewrite". That's not necessarily the case, nor is it necessarily even desirable.
I thought I made it clear that a fork could be any combination of things, up to and including (but not necessarily!) a complete rewrite. Perhaps I didn't actually make that clear enough, so I'll state it again:
* You should feel free to use (or not use) as much (or as little) of the existing mediawiki code as you like.
The important thing (IMO) is that the fork should be easy to migrate to, and better serve some use case which the existing mediawiki neglects. --scott
