I wish it would be. For the time being I have to make do with quoting

all the time, but for some reason some people think that "'Policy'
shouldn't really concern itself with server load except in the most
extreme of cases; keeping things tuned to provide what the user base
needs is our job" somehow doesn't mean what it says except for
meta-templates.
