I am new to this list but I have spent more than 5 years on Hungarian

scroll down to the end. There are a lot of blocks without any visible
admin. All of them have
by="" byid="0" reason="Auto-added for persistent vandalism;
possible open
proxy."
What does this mean? Was it perhaps done by developers?
Is this specific for 2005 or shall we still expect such blocks?
