Well, proper names will need to be converted on any MW website the same I think. Of course there will be exceptions, but I don't see why we shouldn't have a conversion database comprehensive enough to rival the one Microsoft uses...

For this kind of the conversion, for my opinion, I think it is not supposed to be added in the primary matter, especially sourced on *one* wiki site (for example from the Chinese Wikipedia). And the MediaWiki software is not only used for the Wikipedia website. Any changes on the repo would make the changes on the whole MediaWiki based sites (if their version are updated/upgraded).
