i have already tried phpshell, but as it not exactly a shell, mediawiki
still thinks the request comes from the web. so the maintenance scripts do
not function. regarding the location, it will be very difficult to find a
good host in India.

As a stopgap measure, if you don't have shell access, try phpShell
(
http://mgeisler.net/php-shell) which provides a wrapper/emulator.
However, it might be your crappy host doesn't allow the functions this
needs in order to work.
