I've got to admit, I do like the look of them; the per-project
coloured bar appeals to me; it adds some individuality to each
project, while the basic skin appearance remains consistent. I
certainly agree that Wikimedia needs a distinct appearance; MonoBook
is nice and clean, but ultimately, being the default, there's a ton of
other MediaWiki wikis out there which all look the same.
The idea of a global navigation bar also seems like a good one to me.
