Yes, when you see a sequence of multiple apostrophes, that means to toggle
something. Referring to is as a bold toggle assumes that you know what
you're toggling, which you can't until you've read the paragraph.
The bold toggle you're referring to could essentially be 4 things:
* bold on
* bold off
* ' + italic on
* ' + italic off
Longer sequences only make things more complex.
