We disabled the CAPTCHA entirely on test.wikipedia.org
a few weeks ago.
The wiki seems to be about the same. It probably makes sense to continue
slowly disabling the CAPTCHA on wikis until users start to shout. Perhaps
we'll disable the CAPTCHA on the rest of the phase 0 wikis next?
