Oversight perhaps? The rewrite rule is obvious so no deep knowledge will be lost by allowing people these small perks.

Later there was the ncredir project to fix these issues https://wikitech.wikimedia.org/wiki/Ncredir which appears to have been succesful . I wasn't able to find any mention of why things like fr.wiki weren't setup to use ncredir. Maybe its just an oversight or perhaps people just thought nobody was using them (?) Or perhaps there is some reason not to redirect.

We have en-wp.org for English, but it is also not configured properly: en-wp.org/TLDs redirects to en.wikipedia.org/TLDs and returns the error
