No, absolutely not. MediaWiki is entirely independent.
MediaWiki serves as the platform of Wikipedia. And changes to MediaWiki must keep compatibility with Wikipedia, for now and indefinitely. So I wouldn't say MediaWiki is entirely independent. :-)
