Hoi,
First you have to understand why you want it and, what services you can
provide when you have this. Then you have to consider how you can provide a
service; opt in is a possibility.. And when you have persuasive arguments
that enhance the service to people that opt in and that do not hassle those
that opt out, why would you need consensus.
It is not as if you need consensus on things just because you can ask for
it. When it makes sense, we should just get functions to function and be
happy with it.
