If we're talking about a huge number of pages, I see two real options.
1. Use a modified version of one of the various bots around to perform the edits. 2. Have someone write a (safe and working) script that can read the file we've got and perform page insertions to MediaWiki direct, then ask a user with shell access to assist in performing the import operation.
Given the current claimed workload of our shell users, option one might be quicker.
