Absolutely. Thus we shouldn't support [[foo#bar]]. (These would be impossible to maintain anyway, since people would change the names of anchors in [[foo]]).
OTOH, if you need to move around in a single article, then this doesn't follow. Thus we could support [[#bar]]. (And maintenance would be confined to a single article's edits.)

If there keep being people that want anchors, then apparently not. You may find the conclusion crystal-clear and flagrantly obvious, but others -- who have had this conversation with you before -- don't. So asking to drop it won't convince them (but might insult them).
