What is displayed to a person on a blocked IP at present? Perhaps such a person who clicks on an "edit this page" link should be redirected to an education page, which starts with "You have been brought to this page because the last edit made from this IP address was considered vandalism..."
Of course cookies would make it much easier to determine good from bad, but are still not foolproof.
