The TOR software automatically maintains a database of all exits.
We could create an extension for automatic blocking based on this data... or just a bot that would perform blocks/unblocks. As far as I'm aware no one has done this. If someone does, please don't block non-exit nodes... they can't be used to reach Wikimedia via TOR and will block a lot of people unnecessarily (I'm making a point of mentioning this because Wikinews has done so in the past).
Until we have the software support to create blocks which only inhibit new accounts and anon edits, I don't see a huge incentive to create special support for TOR.
