As I understood it, there was a lack of communication between the
board and the developers as to when new languages could be set up. The
pages on Meta seemed to be accumulating dust despite there being some
cases with strong concensus to set up a new language wiki. It wasn't,
as far as I know, a question of developer time given it's not that
hard for us to add a new wiki.
Perhaps it's time someone laid the cards out and said, "you can create
new language wikis when X is done and someone requests it on Y"?
