I don't think it's worth anyone's time working out a way of supporting non-global accounts, given the on-going work to fix these as part of "SUL finalisation" which hopefully will get some finished soon. See https://www.mediawiki.org/wiki/Admin_tools_development#Roadmap for wider work in this area.
(Please, let's not get side-tracked into discussing whether it should be meta or some other wiki or non-wiki domain.)
